Option 2 is copy/link your workshop folder to your appdata folder (local folder) and it will work fine, with a few exceptions, that mod authors can easily fix. It's quite obvious Steam is leaving it the way it is. Steam did it intentionally, probably to save bandwidth? But it's been broken so long that CO should have fixed it like everyone else. All other Unity games have moved mods to local folders so they can play offline.
